Through a reform of the present research system the EU will create a Europe in which knowledge and a highly qualified workforce circulate freely in a balanced manner - a ‘single market’ for research.
Research results must be spread to the benefit of society as a whole, and EU policies - in particular research and innovation policy - must be based more on scientific evidence of high quality.
